The engine control module judges the engine speed by the signals ( (4), (5) ) from each sensor and outputs signals to the TERMINAL ACIS to control the VSV (Intake air control). There is also the intake air control valve attached to the air intake chamber. Part of the ACIS, the ECM provides signals to the VSV to open or close. That's an Idle Air Control Valve. A FITV is mechanical and could never cause a bouncing idle.
